New HSV senior executive appointments to drive strategic objectives
The appointment of two new senior executives is part of the development of the HealthShare Victoria (HSV) team as we pursue strategic goals to develop our transformation capability, with an initial emphasis on supply chain, procurement and surety objectives.

Mili Cohen is HSV’s inaugural Executive Director Supply Chain, whose logistics experience across the retail, dairy, grocery and healthcare sectors includes strong negotiation and operations management. Prior to joining HSV, Mili worked as a consultant to the Australian Defence Organisation, and held senior roles at Linfox, Super Retail Group, Bulla Dairy Foods and Lion.
“Supply chain and logistics are heavily male-dominated fields, and I am delighted that HSV has been able to secure and appoint Mili with her broad complex, fast moving logistics and supply chain experience,” says HSV Chief Executive Neil Rodaway.
“Mili brings a unique perspective to HSV and she will be a great fit for our team as we build an end-to-end health supply chain function.”
Hugh McKerrow has been appointed as our first Executive Director Transformation, a role he has held in an acting capacity since June 2021, working across the strategy, commercial, IT and transformation functions.
Prior to joining HSV, Hugh headed Swire Groups’ Commercial (Investments) business and the Corporate Development function at Pacific National. These roles saw him pursue and deliver value creation opportunities, as well as lead significant continuous improvement and business growth, transformation and change activities.
“Hugh is an experienced and accomplished commercial and strategic leader within large commercial organisations, and he has a proven track record in strategy development and implementation,” says Neil.
“With Mili and Hugh’s significant operational expertise and team-building experience we now have an increased diversity of executive skills and are well-positioned to achieve our goals,” he says.
“We are building on our current procurement capability, developing end-to-end supply chain and surety functions and pursuing our goal of $838 million in benefits, and ultimately transforming HSV to be a statewide service organisation for Victoria’s public health sector that delivers long-term benefits.”
John Delinaoum as Executive Director Finance, Risk and Governance also forms part of the senior executive and continues to lead and develop the expansion of HSV’s finance, legal and risk functions to meet the expanding needs of our broader spectrum of responsibility.
"The growth in HSV's supply and logistics operational functions is forecast to achieve over $1 billion turnover in coming years where strong processes, controls and planning are important in maintaining stakeholder confidence in what we deliver," says Neil.
John is joined by General Counsel Tess Lye, who has been appointed on an interim basis. Tess brings significant relevant experience to the role, having previously worked as General Counsel at Epworth HealthCare and will help HSV develop and further embed our legal capabilities within our business.
Kate Warren has also been appointed Director Supply Chain Surety. This new role reflects an increased understanding of the importance of our supply chain and our need to build processes and activities that will ensure our health service customers have ongoing access to the essential medical items they need, when they need them.
Kate brings 15 years of pharmaceutical supply chain experience both in Australia and overseas, having led and supported global supply chains to deliver strategic programs and improve business performance. Over her career Kate has led high-performing multidisciplinary teams to undertake supply and demand planning and supply chain risk mitigation that deliver solutions to benefit patients.
Since joining HSV in 2020 Kate has played a key role in Victoria’s pandemic response, working with the Department of Health and a range of sector stakeholders to ensure ongoing supply of critical medicines and COVID-19 treatments.
