HSV Procurement Activity Plan

We work closely with Victorian public health services twice each year to develop the HSV Procurement Activity Plan (PAP), which looks ahead to the next two years of sourcing activity.

By drawing on our extensive market engagement and sourcing expertise, we identify and assess potential suppliers and select those that deliver the best overall value for the public health system.

The HSV Procurement Activity Plan is designed to support your planning by:

  • outlining HSV’s upcoming sourcing activities
  • providing visibility of all current HSV collective agreements

Access the Procurement Activity Plan

The current PAP is correct at the time of publication on 4 June 2025.

Health services can also access a health service–specific version of the PAP by logging in to My Dashboard.

Renewing and transitioning contracts

When planning new contracts or renewing existing ones, it’s important to consider the requirements under HSV Purchasing Policy 4 – Contract Management and Asset Disposal, specifically requirement 2.2 b).

Mandated health services may only enter into or renew contracts for items listed in the published PAP (including activities not yet formally progressed) if the contract includes a transition clause.

This clause ensures the contract can be legally ended without penalty, allowing your service to transition smoothly to a relevant HSV collective agreement when it becomes available.

Using the contract transition clause

To support alignment with HSV collective agreements, health services must include the approved HSV transition clause in all relevant contracts.

The transition clause is available within HSV Purchasing Policy 4 – Contract Management and Asset Disposal and should be incorporated as part of your standard contracting practices.
