Neil Rodaway
Chief Executive

Neil Rodaway CEO

Neil commenced as HealthShare Victoria’s (HSV) Chief Executive in January 2021. 

After more than 20 years in the healthcare and logistics sectors, Neil brings extensive senior leadership experience across a number of businesses to HSV. 

A Chartered Accountant and Chartered Company Secretary, Neil’s experience building and leading businesses, developing strong and focused teams and delivering commercial customer centric solutions is complemented by a strong financial expertise. 

Neil’s most recent role prior to joining HSV was as a Chief Financial Officer and Company Secretary in the mining, transport and industrial sector where he led finance, IT, governance, legal, property and commercial areas.

He has been Managing Director of two listed entities, Vision Group Holdings (Healthcare) and Prime Trust (Property) and in addition to those public roles he has led the former Mayne Group’s Pathology, Diagnostic Imaging and Medical Centre businesses. Neil was involved in the growth and establishment of those businesses, the development and eventual sale of Mayne’s leading hospital portfolio and the implementation of a shared service model across the whole of Mayne Group. Neil was also involved in the establishment of Mayne Logistics as a provider of warehouse and distribution services.

Originally hailing from Liverpool, England, Neil has lived in Australia for over 30 years, 24 of those in Melbourne. 


John Delinaoum
Executive Director Finance, Risk and Governance (CFO)

John commenced at HSV in March 2015. With over 20 years' experience in the health sector, John has held senior finance leadership roles within public, private and aged care services.

John's most recent role prior to joining HSV was as Director Finance Services at Northern Health.

John has extensive experience in business planning, enterprise risk management, corporate services and systems technology design and implementation, while developing high-performing teams during periods of significant growth and transformation.

Since 2017, John has been a member of the Finance and Risk Committee of the Australian College of Optometry (ACO), providing governance and risk management support.

He was previously an ACO Board member for five years and was also Treasurer of the Healthcare Financial Management Association (HFMA), the peak body for health finance professionals providing value through education, research and networking activities across Australia.


Rebecca Prior
Acting Chief Procurement Officer

Rebecca Prior Acting Chief Procurement Officer

Rebecca joined HSV in 2022 as Interim Director Procurement and in July 2024 took on the role of Acting Chief Procurement Officer. Rebecca has extensive experience across both the public and private sectors including housing, development, finance and construction.

Skilled at procurement, commercial and risk management at an enterprise, program and project level, Rebecca has led multiple large-scale business creation and remediation projects including establishing Disability Homes Victoria and the re-organisation of Places Victoria, evolving into Development Victoria.

Rebecca enjoys delivering complex, challenging and rewarding projects and has special interest in building communities and delivering specialist disability accommodation, social housing and affordable housing. Rebecca provokes and embraces change, going back to her time as a pioneering female construction executive with a focus on delivering sustainable change and benefits through stakeholder engagement.

In addition to bachelor’s and post graduate qualifications, Rebecca has completed the Australian Institute of Company Directors (AICD) course and has been a Technical and Further Education (TAFE) board member.


Alan Booth
Chief Logistics Officer

Alan has taken on the role of Acting Chief Logistics Officer after having joined HSV in October 2023 as General Manager Supply Chain Optimisation.

Alan brings extensive supply chain knowledge to HSV and has the strong technical and leadership scope and experience to support HSV’s expanding logistics operations.

Previous roles Alan has held include Logistics and Transformation Manager in the Coles Group, Manager of Transport Modelling and Optimisation at Linfox and Customer Supply Chain Development Manager at Asahi Beverages.

Alan has a demonstrated history working with fast-moving consumer goods across industries. With extensive experience in supply chain strategy development, Alan has focused on the execution of short- and long-term logistics and customer experience projects, transport and warehousing operation modelling and process optimisation.

Alan enjoys working in a fast-paced environment and is driven by a commitment to continuous improvement.

In addition to a bachelor’s degree in psychology, Alan has completed a Master of Business Administration (MBA).


Mel Nolet
Chief People and Safety Officer

Mel commenced at HSV in May 2022 following a career that has spanned almost 20 years in human resource management and industrial relations across the private sector. Mel's safety and customer-first focus has developed working with large critical infrastructure service organisations in asset management, design, construction, operations and maintenance functions, primarily in the utilities sector. 

Prior to joining HSV, Mel gained public sector experience as Head of People, Culture and Safety at Phillip Island Nature Parks, an agency of the Department of Environment, Land, Water and Planning, where she also acted in senior executive and operational roles as Acting Chief Executive Officer and General Manager.

Across her career, Mel has a consistent record of success in working closely with stakeholders to drive growth and change. Mel’s collaborative approach, strong commercial acumen and focus on the importance of values-led leadership and capability building in complex and challenging environments has been key to fostering safe and high-performing cultures.

Mel has post-graduate qualifications in human resource management and occupational health and safety. 


Raph Even-Chaim
Chief Information Officer (CIO)

Raph joined HSV in May 2021 and brings more than 20 years of experience in managing technology strategy and operations in SME and large enterprise across logistics and retail industries. 

Most recently Raph has managed IT strategy and operations in the mining, logistics and industrial sector.

Over his career, Raph has managed information security, governance and risk, while working with internal and external stakeholders to deliver solutions across finance, supply chain and information systems.

In addition to a number of industry certifications, Raph has a Masters of Management (Information Technology) and an MBA as well as being a member of the Australian Institute of Company Directors. Raph is also a board member of Neighbourhood Watch Victoria, providing advice on Information Technology and governance.


Alfred Matthews
Director Customer Engagement

Alfred Matthews Director Customer Engagement

Alfred has been with HSV and its predecessor since September 2016. In June 2017 Alfred was appointed Head of Indirect Products and Services, implementing strategies to improve collaboration and deliver financial and service quality outcomes which resulted in the organisation being nominated as a national finalist by Procurement and Supply Australasia in October 2017.

Prior to joining HSV, Alfred spent more than 10 years at Monash Health managing non-clinical support services teams including food, cleaning, waste, the Customer Contact Centre, retail and security, and leading tenders for service contract categories. Alfred was a member of many inter-professional teams within Monash Health and led initiatives including bringing the food services team in-house from an outsourced model. Alfred was part of the project team and managed Monash Health's new central production kitchen, implemented innovative steam and microfibre cleaning across the service and introduced a cook-freeze meal model to improve patient satisfaction and deliver efficiencies.
