HSV Purchasing Policies online learning modules now available on ECHO

Health services can now access a new online module that provides practical information on HSV Purchasing Policies (HSV PPs) requirements and supports greater understanding of their objectives, application and benefits.

The new HSV PPs learning module is available to all health services via ECHO, HSV's e-learning centre, and takes about 10 minutes to complete.

The HSV PPs support HSV’s function under the Health Services Act 1988 (Vic) to ensure that health services can maintain probity and best-value outcomes in their purchasing, tendering and contracting activities.

“The new online module aims to help HSV and health service employees understand the HSV PPs objectives and requirements, and guide health services to undertake procurement that is strategic, efficient and supports both probity and value for money,” says HSV Chief Executive Neil Rodaway.

“Our focus is on striking the right balance between making sure HSV employees and health services are well supported in their awareness of HSV PPs and obligations under the policies and minimising the time needed to complete training.

“The module includes a clear and concise overview of each HSV PP supported by further detailed information and a knowledge check to confirm understanding of the content,” Neil says.  

The module covers:

•           HSV Purchasing Policy 1 Governance

•           HSV Purchasing Policy 2 Strategic Analysis

•           HSV Purchasing Policy 3 Market Approach

•           HSV Purchasing Policy 4 Contract Management and Asset Disposal

•           HSV Purchasing Policy 5 Collective Purchasing and Supply Chain.

HSV’s Learning Management System (LMS) Administrator will contact health services who have access to the LMS integration application and provide a link to the module to enable them to upload it directly to their LMS.

To reinforce their awareness and understanding of the PPs, all HSV employees will also complete the training.
