Andrew Way

Andrew Way HSV Board Chair

Professor Andrew Way is Chair of the HSV Board.  

Previously, Andrew served as Chief Executive of Alfred Health, a role he held from 2009-25. Andrew led the development of Monash Partners, Victoria’s first academic health science centre and was appointed Adjunct Clinical Professor in the School of Public Health and Preventative Medicine, Faculty of Medicine Nursing and Health Sciences, Monash University in 2015. Additionally, he holds several non-executive and advisory roles both in Australia and more widely.   

Quality and safety in patient care, the development of academic medical organisations, patient flow and experience, and using IT as a clinical enabler are some of Andrew’s key areas of professional interest. 


Janet Young
Chair, Finance, Audit and Risk Management Committee

Janet Young HSV Board

Janet Young is a Chartered Accountant with over 30 years’ experience in professional service firms (legal, accounting, consulting).

In her current role with Russell Kennedy, and in recent roles as COO/CFO for leading law firms Herbert Smith Freehills and MinterEllison, Janet has responsibility for finance, information technology, people and development, business development, strategy and transformation.

Ms Young is a member of the Institute of Chartered Accountants, the Governance Institute and the Australian Institute of Company Directors. She has previous board experience with not-for-profit boards and committees including NIDA, The Song Company and Playworks. She is currently a mentor with the Financial Executives Institute.


Russell Harrison
Board Member - Western Health

Russell Harrison HSV Board

Professor Russell Harrison moved from the NHS in England to join Western Health as the Executive Director of Operations in February 2013 before being appointed as the CEO in October 2017.

During this time Western Health has tripled in size both in terms of staffing and budget with the catchment population increasing to just under one million people. New services such as mental health and prison health have commenced and the voluntary amalgamation with Djerriwarah Health Services has also added more services and areas of coverage.

These service changes along with capital programs such as the development of critical care services at Sunshine, the Joan Kirner Women’s and Children’s Hospital in 2019, the Sunshine Emergency Department expansion project in 2022, two community hospitals and funding for two PPP projects for the new Footscray and Melton Hospitals have propelled Western to be the second largest health service in Victoria.

Professor Harrison has overseen significant investment in technology at Western Health with the development and implementation of the Electronic Medical Record, creating the biggest Oracle health footprint in Australia. Professor Harrison is committed to using the best possible technology to benefit patients and staff in the provision of care. 

Professor Harrison has a strong interest in improvements to patient care and the health system to support patients accessing care in the best way for them.


Robert Abboud
Board Member - Department of Treasury and Finance

Robert Abboud HSV Board

Robert Abboud is a Department of Treasury and Finance senior executive with over 30 years’ experience in the public sector.

As a public service executive, Robert has worked extensively in the transport, procurement, major projects, asset management and assurance portfolios.

He is dedicated to providing advice through a risk management and value for money lens, and brings experience in project governance and stakeholder management in complex government settings.


Naomi Bromley
Board Member - Department of Health

Naomi Bromley HSV Board

Naomi Bromley is Deputy Secretary of the Hospitals and Health Services Division at the Victorian Department of Health. She provides leadership across Victoria’s public hospitals, ambulance and emergency care, and planned care reform, with a focus on collaboration, accountability, and improved patient outcomes.

Naomi has held senior roles in the Department including leading the COVID-19 Vaccination Program, Planned Surgery Recovery and Reform, and the $1.5 billion COVID Catch-Up Plan.

She brings over 20 years' experience across frontline service delivery, management consulting, and government, beginning her career as a paramedic.


Eugene Arocca
Board Member - Independent

Eugene Arocca HSV Board

Eugene Arocca is an experienced leader with strong executive and governance skills. Eugene has over 40 years' experience in legal, community, commercial and membership-based organisations. After graduating with degrees in Jurisprudence and Law he started employment with Maurice Blackburn and was appointed partner at the firm in 1990. In 1996 he was appointed lawyer for the Collingwood Football Club where he also acted as a board member from 2002-2005.

In late 2005, Eugene retired from both Maurice Blackburn as a senior partner and as a Collingwood Board member to become Chief Operating Officer and Corporate Counsel for the Club. In 2008 Eugene was appointed Chief Executive Officer (CEO) of the North Melbourne Football Club. In 2012 he took on the role of CEO of Motorsport Australia and retired from that position in late 2023. Eugene has extensive experience as a board member, committee chair and committee member over many years. Eugene retired as a Board member of Melbourne Health in June, 2025 following a nine year tenure.

Melbourne Health is one of Australia’s leading public healthcare providers. Eugene has been the Chair of the Royal Melbourne Hospital Foundation since 2019. In 2024 Eugene was appointed to the Board of the Victorian Interpreting and Translation Service, a Victorian Government Business Enterprise that provides interpreting services in over 190 languages to the community.


Erwin Loh
Board Member - Independent

Erwin Loh HSV Borad

Professor Erwin Loh is President of the Royal Australasian College of Medical Administrators and National Director of Medical Services for Calvary Health Care.

He was previously Chief Medical Officer at Goulburn Valley Health and Monash Health, and Group Chief Medical Officer at St Vincent’s Health Australia.

He has qualifications in medicine, law and management. He has adjunct professorial appointments at Monash University, University of Melbourne and Macquarie University.

He received the Distinguished Fellow Award from RACMA in 2017 for “commitment to governance, research and publication”.
