New HSV Purchasing Policies now published

It is HSV’s role to ensure health service procurement governance reflects current requirements in the legal, operational and risk environments. In line with this responsibility, we completed a review in 2022 of the Health Purchasing Policies first established in 2017.

Following significant engagement and consultation – with more than 98 health service representatives who contributed to the process – the new HSV Purchasing Polices (HSV PPs) are now available on our website.

The process involved HSV proposing amendments to the 2017 Health Purchasing Policies in early 2022, and in August 2022 we circulated the revised HSV PPs for review.

HSV hosted a series of workshops with health service representatives to seek their feedback. HSV then updated the HSV PPs in response to additional health service comments and a HSV Board review in October 2022.

The amended HSV PPs will better help health services drive greater value for money and improve probity and best-practice procurement and governance. They align with the Victorian Government Purchasing Board (VGPB) supply policies and reduce the regulatory burden on small and medium sized health services.

Support for health services in transitioning to the new HSV PPs

Now approved and gazetted, the HSV PPs were showcased in a series of roadshows hosted by HSV in late 2022 to assist health services to prepare for the transition.

HSV will offer further sessions for health services during the transition phase throughout 2023. Sessions will also be provided for health services’ internal audit functions as well as interested auditors to assist them in preparing for the changes. Compliance with the new HSV PPs is expected by 1 January 2024.

Templates and guidelines have been created to assist with the transition and are also available on HSV’s website. Additional information and training session times will be provided in coming months.
