Latest Procurement Activity Plan published following extensive consultation

HealthShare Victoria’s latest Procurement Activity Plan (PAP), covering a two-year period from July 2024 to June 2026, has been published on the HSV website.

The two-year PAP provides visibility for all activities that HSV is undertaking over that period. To ensure it remains up to date, we refresh the HSV PAP every six months, including information on what has been delivered and what has changed since the last agreed version.

Chief Executive Neil Rodaway said that on this occasion, HSV’s approach was more direct and consultative, with health services invited to attend an in-person or online workshop in February 2024.

“The workshops gave attendees an opportunity to provide early input into the development of the draft plan,” he said.

“We’d like to thank health services for taking the time to attend these workshops and provide their valuable ideas and feedback into HSV's draft FY25:H1 PAP.

Health service contribution to the PAP is an essential part of the development process and it’s important for us to work together to manage costs.”

Neil said the primary focus for this PAP, in line with Department of Health reporting guidance, was on cost reduction, particularly high-value greenfield opportunities that deliver a return on investment.

To focus on this objective, the FY25:H1 PAP has been amended with the addition of 18 activities including categories that are up for renewal such as Pharmaceutical Products and IV Fluids and Orthopaedic Prostheses, two greenfield activities with an anticipated value of $2 million each and one group buy for Financial Reporting Budget Software.

Another six activities have been removed, five of which were greenfield for which further opportunity assessment work needs to be completed, and a sixth – for General Clinical Consumables – was removed completely as the scope was considered too broad.

“HSV will continue to meet with health services to discuss their priorities against PAP activities in more detail to ensure continued alignment to the agreed plan and to understand how to best address and incorporate feedback,” Neil said.

The next iteration of the PAP will be released for feedback in FY25:Q2 and finalised in December. The next direct consultative refresh of the PAP is planned for early 2025 with our next annual PAP workshop taking place in February 2025.
