Open Panel- This contract is an open panel arrangement allowing the addition of new suppliers and products throughout the life of the contract, subject to meeting strict criteria established by HSV. This means health services can trial and evaluate new or uncontracted suppliers and ensures health services have access to new technology at all times, and the latest product range. Addition of new suppliers to the HSV panel contract occur through a supplementary ITS process

Supplementary ITS process- New suppliers must meet all mandatory organisational requirements including financial viability, insurance requirements, acceptance to terms and conditions and represent value for money. Products must meet mandatory technical specification requirements, have undergone a trial and evaluation, with health service confirming immediate demand. Timing will be subject to supplier response times and HSV competing demands, however, will generally be 8-16 weeks.

Pricing- HSV and / or health services can renegotiate pricing for equipment, options/accessories and service and maintenance for volume purchases (>1 unit). Consumables, semi consumables, and spare parts pricing, including volume-based pricing is fixed.

Conditional Award / Additions to Contract- Products listed under Conditional Award have been evaluated and meet all minimum technical specification requirements.  All conditionally awarded or new to market products (product additions) require a VIC public health service trial and evaluation and confirmation of immediate demand. Health services can trial non-contracted products at any stage during the life of the contract. The request to move an item from conditional to full award, should be initiated by the supplier but can be raised directly by health service via HSV helpdesk. A purchase order should not be raised prior to HSV moving conditionally awarded products to full award or adding new to market products to contract.
