New Chief Executive appointed to lead HSV

The HSV Board has appointed Susan Delroi to the role of HSV Chief Executive Officer, commencing in mid-July 2025.

Susan joins HSV from Victoria Police, where she was Deputy Secretary, Corporate and Regulatory Services. Susan’s executive health sector experience includes roles as Deputy Director-General of Queensland Health and CEO of Health Support Queensland, HSV’s interstate counterpart.

Since achieving her first Chief Finance Officer appointment in her 20s, Susan has continued to broaden her skills, quickly becoming a leader in delivering exceptional outcomes in complex, ambiguous and multi-faceted settings. With experience across a range of industries from utilities to economic development to health and police and across the for-profit and for-purpose sectors, Susan has demonstrated strategic and people-focused leadership.

“Susan is an exceptional leader who empowers and inspires people to deliver results that matter in an ever-changing environment,” says HSV Board Chair Professor Andrew Way.

“Susan has demonstrated experience in leading organisations to transform their services and will lead HSV and engage with strength to support HSV on our journey to being a high-performing organisation.

John Delinaoum has been HSV’s Acting Chief Executive since November 2024 and in that time has led development of HSV’s 2025-29 Strategic Plan and implementation of a number of major projects while supporting the HSV executive and broader team.

“Susan brings significant leadership in the area of centralised shared services which will support our ability to achieve our strategic goals in the coming years.”

Susan will be supported by the HSV executive team, comprising Chief Financial Officer John Delinaoum, Acting Chief People and Safety Officer Angela Malone and Chief Information Officer Raph Even-Chaim, and new appointments Chief Logistics Officer Supriya Blakey who joined HSV earlier this month and Chief Procurement Officer Sarah Bryant who commenced in March 2025.

“I am looking forward to engaging with HSV employees, customers and suppliers to have a real impact on the support provided by HSV to the Victorian public health system,” Susan says.
