The five HSPurchasinPolicie(HSV PPs) outline a number of requirements for health services relating to their procurement functions, including ongoing reporting obligations. 

Amendments to the HSV PPs were approved by the HSV Board in October 2022 with a transition effective date of 1 January 2023 to 1 January 2024.

Schedule 1 and 5 health services identified within the Health Services Act 1988 (Vic) (The Act) must fully transition by 1 January 2024. 

Transition Period 

Health services have a twelve-month transition period to align to the revised HSV PPs. Health services can begin transitioning to the new HSV PPs from 1 January 2023, although compliance will not be expected until 1 January 2024. 

The Self-Assessment scheduled for the 2022-2023 financial year and due 31 May 2023 is aligned to the new HSV PPs to help health services to complete a gap analysis and to assist in the transition.

HSV has created a summary of key changes to the Health Purchasing Policies. 

DRAFT Self-Assessment

The DRAFT Self-Assessment can be used by health services to conduct a gap analysis regarding compliance with the HSV Purchasing Policies (HSV PPs). Compliance with the HSV PPs are mandatory from 1 January 2024. Each tab within the HSV PPs Self-Assessment tool details the requirements for each of the HSV PPs and will help health services determine their compliance status and the evidence necessary to support each requirement. The finalised HSV PPs Self-Assessment will be made available in 2023.

2017 Health Purchasing Policies and resources 

The 2017 Health Purchasing Policies will be revoked and replaced as of 1 January 2024.
